A Peak into the World of F-gas End of Life and Destruction as NDC Contribution

On 14 May 2024, Cool Contributions fighting Climate Change II (C4II) implemented by GIZ organized a study tour on fluorinated greenhouse gases or F-gases at the Subic Bay Freeport Zone (SBFZ) with the Department Environment and Natural Resources, its Climate Change Service and Environmental Management Bureau’s National Ozone Unit, Chemical Management Section and Regional Offices involved in the disposal chain of custody of waste F-gases from Philippine industries.

The Department of Energy, Department of Trade and Industry and the Technical Education and Skills Development Authority involved in other aspects of refrigeration and air conditioning compliance and enforcement, partners of the C4II project were also invited to familiarize themselves with the EOL of F-gas refrigerants and the processes, procedures and compliance necessary in accounting for F-gas emissions to the Nationally Determined Contribution (NDC). 

The Philippines has included in its NDC for the Industrial Process and Product Use (IPPU) sector the establishment of a dedicated F-gas destruction facility. Destruction through a retrofitted cement rotary kiln is already undertaken with support from the Government of Japan and Japanese industry. 

Support from the global IKI project Climate and Ozone Protection Alliance (COPA) was provided during the study tour and workshop as requested by the DENR to provide capacity development on the EOL aspects of F-gases for its integration in the NDC and further assess its potential as Internationally Transferred Mitigation Outcome (ITMO) under Article 6.2 of the Paris Agreements.
